Lucille Holmes Chappell, age 81 of 113 Little River Run Rd., Hertford, NC died Wednesday, July 30, 2003 at Albemarle Hospital. She was born in Tyrrell County, NC; daughter of the late Lyman and Maybelle Hayman Holmes and was the widow of Charles Edward Chappell. She worked at Apricot Manufacturing in Hertford and was a Methodist.

Mrs. Chappell is survived by a daughter, Joyce Bateman of Hertford, NC; two sons, Ronald Chappell of Hertford and Donald Chappell of Elizabeth City; five grandchildren, and four great grandchildren.

A funeral service will be conducted on Friday, August 1, 2003 at 11:00 am in Twiford’s Memorial Chapel, 405 E. Church St., Elizabeth City, NC. Burial will be in Westlawn Memorial Park Cemetery. The family will receive friends in the lobby of the funeral home immediately following the service and at other times at the residence of Donald and Bonnie Chappell, 1729 N. Ralph Richard Romaine, age 72, of 918 Bartlett Avenue, Elizabeth City, NC, died Wednesday, July 30, 2003, at the Albemarle Hospital. Mr. Romaine, a native of Cooperstown, NY, was the husband of Shirley Harris Romaine of the residence and the son of the late Elmer Wallace Romain and Mildred Truax Romain. He was a retired aircraft electrician at the Elizabeth City Coast Guard Base having been in the civil service for thirty four years, and he was a US Navy veteran.

Besides his wife he is survived by three sons, Ralph Romaine, Jr., Ronnie Romaine and Michael Romaine, all of Elizabeth City, NC; two brothers, Ted Romain of Knoxville, TN, and Barry Romain of Colorado Springs, CO; five grandchildren; one great grandson; one step grandson; and one step great granddaughter; and a special family friend Douglas Henderson. He was pre- deceased by a son Larry Romaine.

A memorial service will be Saturday, August 2, 2003, at 4:00 PM at Twiford’s Memorial Chapel with the Rev. Milton Brandt officiating. The family will receive friends immediately after the service in the lobby of the funeral home and at other times at the residence.

Herman Ray Meads, Sr., age 70, of Elizabeth City, NC, died Tuesday, July 29, 2003 at Pitt Memorial Hospital. He was born in Pasquotank County, NC; son of the late Charlie H. and Gertie Weeks Meads. He was owner and operator of Best Steak Restaurant and Microtel Inn & Suites, a crop duster, having loved to fly for many years, and was loved dearly by his family for his generosity and kindness towards them and others.

Mr. Meads, is survived by two daughters, Madonna Meads Ambrose and husband Roger of Camden, NC, and Jeanette Meads Kimball and husband Don of Eldersburg, MD; two sons, Brent Meads and wife Sandy of Elizabeth City, NC, and Ray Meads, Jr. and wife Lorrie of High Point, NC; eight grandchildren, Tammie, Brandon , Landon, B.J., Sarah, Hilary, Aaron, and Anna; three sisters, Carolyn Harding, Janie Blaylock, Regina Meads; and three brothers, Vance, Talmadge, and Frankie Meads.

A funeral service will be held on Saturday, August 2, 2003 at 2:00 pm in Twiford’s Memorial Chapel. Burial will follow in New Hollywood Cemetery. Clifford Henson Smith, 56, 301 Hasting Lane, Elizabeth City, NC died at his residence Tuesday afternoon, July 29, 2003. He was born in Hamlin, West Virginia to the late Albert Freeman and Iva Ellen Jaynes Smith. Mr. Smith was a member and deacon of the Faith Baptist Church, a graduate of Guyan Valley High School, West Hamlin, WV and was retired from the Ford Assembly Plant in Norfolk, VA.

Mr. Smith is survived by his wife, Velma Holley Smith of the home, a daughter, Priscilla Riopell and husband Bruce of Louisville, KY; a son, Clifford H. Smith II and wife Angela, of West Hamlin, WV; seven sisters, Marvin Buckner of West Hamlin, WV, Eileen Sines of Brookpark, OH, Emilee Stone of Hamlin, WV, Alberta Hinkle, Ravenswood, WV, Roberta Eplion of Huntington, WV, Doris Tackett of Pickerington, OH and Frances Meads of Scottown, OH; two brothers, Jimmy Smith and Lawrence Smith both of West Hamlin, WV. He is also survived by five grandchildren, Anthony Bailey, Brandon Bailey, Tristan Smith, Ryan Riopell and Elizabeth Riopell. He was preceded in death by a brother, Freeman Smith.

Funeral services will be held Thursday, July 31, 2003, 2:00pm in the Faith Baptist Church by Rev. Dr. Al Thompson. The family will receive friends and relatives at the church immediately following the service and at other times at their residence, 301 Hastings Lane, Elizabeth City. Graveside services will be Saturday, August 2, 2003, at 11:00am in the Lincoln Memorial Cemetery, West Hamlin, WV. A visitation will be at Handley Funeral Home, in Hamlin, WV. Friday evening from 6:00 until 8:00pm. William Rogers

WILLIAM BARTLETT (Willie) ROGERS, 86, of Manteo, died, Wednesday, July 30, 2003, in his residence. Mr. Rogers was born in Manteo and was retired as a self employed house mover. He was a member of Mount Olivet United Methodist Church and Roanoke Island Chapter of IOF, International Order of Odd Fellows.

Mr. Rogers was the son of the late Valentine Sykes and Rennie Rae Basnight Rogers and the husband of the late Mildred Basnight Rogers.

Surviving are two daughters; Martha R. Rogers of Herndon, Va and Faye R. Morgan of Ashboro, N.C. Three grandchildren and 1 great grandchild.

A celebration of life will be held Saturday, August 2, 2003, at 11:00 a.m. in Twiford’s Colony Chapel. Burial will be in Manteo Cemetery. Memorials may be made to Alzheimers Association Inc. Kenneth F. Stabell, 80, of 706 Morgan Street, Elizabeth City died Monday, July 28, 2003, in the Guardian Care Nursing Home. He was born in Norwalk, Ct. to the late Arthur Frederick and Sarah Matilda Carlson Stabell. Mr. Stabell was a retired plumber, a US Army veteran having served in the Pacific Theater during World War II and was a survivor of the Japanese’s attack on Pearl Harbor. He was a member of the Pipe Fitters’ Union.

He is survived by his wife, Georgia Tuttle Stabell; three daughters, Sarah Beth Stabell Velez of Waterbury, Ct., Ruth-Ellen Georgette Stabell Wilson of Elizabeth City, and Laura Louise Stabell of Ridgefield, Ct.; two step-sons, Terry Leigh Britton of Winston-Salem, NC and Thomas Paul Britton of Naughtuck, Ct. He is also survived by eleven grandchildren.

Bobby Steven Watson, Sr., age 53, of 3942 Caratoke Hwy., Barco, NC, died Sunday, July 27, 2003 in Albemarle Hospital. He was born in Norfolk, VA, son of the late Elbert Edward Watson and Sarah Blowe Watson Huskey, and the husband of Lois Marlene Roache Watson of the home. He worked Tri-H Molding Company.

Besides his wife, Mr. Watson is survived by one daughter, Donna Watson of Manteo, NC; four sons, Randy Roache of Portsmouth, VA, Charles and Jason Watson both of Barco, NC, and Bobby Steven Watson, Jr. of Elizabeth City, NC; two sisters, Gloria Lewis of Manteo, NC, and Frances Morris of Elizabeth City, NC; five grandchildren.

A graveside service will be Thursday, July 31, 2003, at 2:00 PM in Laurel Memorial Gardens Cemetery with the Rev. Charles Wellons officiating. Nellie Maude Smith Lane, age 85, of 425 Elcinoca Drive, Elizabeth City, NC, died Sunday, July 27, 2003 at her residence. Born in Perquimans County, NC, she was the daughter of the late Joe Smith and the late Emma Umphlett Smith, and was the widow of Earl Clifton Lane. She was retired as a manager of the restaurant at People’s Drug Store, and a member of City Road United Methodist Church.

Mrs. Lane is survived by: two daughters, Earline L. Meads and husband Nicky of Elizabeth City, NC, and Linda L. Goldstein of Sarasota Florida; one brother Herbert Smith of Hopewell, VA; two grandchildren, Stephen E. Meads and wife Sharon, and Christy M. Graves and husband Jimmy; and one great grandchild Ryan M. Meads.

DIANA LYNN BOWERS, 46, of Buxton, NC died Saturday, July 26, 2003 in an Elizabeth City hospital. Ms. Bowers was born in Rome, GA and was a homemaker. She was a member of the Hatteras Island Chapter 303 of the Order of Eastern Star and a member of Little Grove United Methodist Church. She was the daughter of the late James Freeman Crawford, Jr. and the late Barbara Sorells Crawford.

Ms. Bowers is survived by two daughters, Barbara Ann Barnett of Buffalo, SC and Patricia Mae Smith of Skyco, NC; two sons, Cain Bowers and Corbin Bowers, both of Buxton, NC; a sister, Debbie Adams of Cedartown, GA; three brothers, Jimmie L. Crawford and Donald R. Crawford, both of Cedartown, GA and Dan Sherman of Rockmart, GA; and three grandchildren.

Funeral services and Eastern Star Rites will be held at Little Grove United Methodist Church, Frisco, NC on Tuesday, July 29, 2003 at 2:00 pm with Rev. Jim Huskins, Rev. Dwight Burrus and Rev. Charles Mosley officiating. Burial will be in the Family Cemetery. The family will receive friends at the church on Monday evening from 8:00 to 10:00 pm.

Harry Niser

HARRY EDWARD NISER, 63, of Wanchese, NC died Thursday, July 24, 2003 in Norfolk General Hospital. He was born in Laurel, MD and was a retired masonry and construction worker and was a protestant. Mr. Niser was an accomplished Blue Grass Musician and was especially gifted in playing the banjo. He was the son of the late Joseph A. and Selma Pugh Niser.

Mr Niser is survived by three sons, Rev. Harry N. Niser of Bath, NC, Eric A. Niser of East Lake, NC and Joey Niser of Seagrove, NC; and one grandchild.

A celebration of Harry’s life will be held at Twiford’s Colony Chapel, Manteo on Wednesday, July 30, 2003 at 2:00 pm with Rev. Harry N. Niser officiating. Burial will follow in the Cudworth Cemetery. The family will receive friends at the funeral home on Tuesday evening from 7:00 to 8:30 pm.
