RUBY ELIZABETH WISE BUFF, 89, a former resident of 711 Carolina Court, Manteo, NC,  passed away Sunday, July 14, 2013,  in Kill Devil Hills, NC.  Born in Nags Head, NC, Mrs. Buff was the youngest of eleven children of the late Mary Beasley Wise and John Pigott Wise.  She was the widow of Jack Reagie Buff.  She is survived by her son, Rondal Hughes Tillett, Jr. and wife, Janice, of Manteo, along with their children, Julie Tillett Owens and husband, R. V, and Rex Dewey Tillett and wife, Laura, all of Manteo.  She will be remembered as a loving Nana to her great-grandchildren, Shannon Hughes Owens, Robert Daniel “Bo” Owens, and Wyatt Dewey Tillett; to her step-great-grandchildren, Christin Stroud with her children, Parker, Taylor, Shaylin, and Miley; and Dustin Stroud and  wife, Mandy, with their children, Logan, Blaize, and Faith.  Also surviving her are many nieces and nephews, the children of her ten siblings who passed on before her.  Her brothers included John Gerald “Sonny” Wise, Jack Dempsey Wise, Sr., Edward W.“Neddie” Wise, and Virgil Stapp Wise.  Her sisters were Edna Wise Tillett Koger, Evelyn Wise Gray, Agnes Wise Barnett, Thelma Wise Beasley, Alva Wise Hollowell Parker, and Clara “Pip” Wise.

Prior to moving to Manteo in 1989, to be closer to Hughes, Jr. and his family, Mrs. Buff lived in Virginia Beach, VA. She and Jack moved there after having lived near Jack’s family in Mountain View, Mo. For many years she attended the Kingdom Hall of Jehovah’s Witnesses in Virginia Beach and in Nags Head.

Her family would like to express their love and appreciation to her dedicated great-nieces Muriel Sweeney and Michele Daniels, who aided in caring for her while still in her home; to Connie Hathaway for being a faithful friend and companion; to the wonderful Spring Arbor family for the exceptional love and care they give; and to the staff in the ER and second floor of Outer Banks Hospital. We were so blessed, not just by all you did for our mother and grandmother, but for the caring, compassionate way in which you did what you did!
