Billy Gerald Roughton, 70, of Kitty Hawk died on Thursday, July 9, 2015 at Sentara Norfolk General Hospital due to cardiac arrest. Born in Elizabeth City, he was the son of the late McCabe Roughton and Pauline Batton Roughton. Billy was a graduate of the College of the Albemarle and then earned his PhD at the University of North Carolina at Chapel Hill School of Pharmacy. He was a pharmacist, land developer and entrepreneur.
Billy is survived by his wife, Millie Hill Roughton; three daughters, Pam Lehocki of Virginia Beach, Amy Etheridge of Kitty Hawk and Jennifer Owens of Kitty Hawk; six grandchildren, Catherine, Stephanie, Christian, Dylan, McCabe and Zachary; three great grandchildren, Jack, Wesley and James; a sister, Joanne Liles of Emerald Isle; and two brothers, Terry Roughton of Elizabeth City and John Douglas Roughton of Kitty Hawk. Along with his parents, he was preceded in death by a sister, Barbara Raye Lassiter.
The family will receive friends and relatives for a visitation on Monday, July 13, 2015 from 6:00 until 8:00 pm at Twiford Funeral Home, Manteo. A private family burial will take place at Southern Shores Cemetery. A Celebration of Life will be held on Tuesday, July 14, 2015 at 3:00 pm at the home of John Douglas Roughton, 201 W. Lillian Street, Kitty Hawk, NC 27949. In lieu of flowers, memorial donations may be made to the American Cancer Society, PO Box 22718, Oklahoma City, OK 73123, online at https://donate.cancer.org/index or Waterbrooke Assisted Living, 143 Rosedale Drive, Elizabeth City, NC 27909.

Billy and me started out as business partners and we ended up great friends . Billy and Millie, along with Jennifer and Amy were like our surrogate family while we lived on the OBX. He was the most honest and respected people I have ever met. From Buffett concerts to cruises you could always count on Billy to have a good time! I will miss him a lot. The stock for Dewars Scotch” took a big hit! Billy I know you are looking down on is with a glass in hand right now!

I am so sorry to hear of Billy’s death…He was a sweet person and always had a friendly smile. I have not seen him in years but in high school he was always so nice and also when I saw him at the beach he always had a kind word. Have not been active in real estate lately so have not seen him for awhile.
When he was working at Bear Drugs he would deliver medicine to my mother who lived by herself on Skyline Drive in Southern Shores. She didn’t drive and was by herself during the week. I thought that was really nice since he had to get home to his family but went out of his way to help her.

I remember Mr. Roughton from the little pharmacy beside the Three Winks in Kitty Hawk. He and his wife were always so very kind and we’re a great help when I needed medical advice when my children were small. Prayers and condolences to all the family and friends. God bless and comfort you all.
It is difficult to find success combined with caring for others, and Billy was a rare treasure to have both. I was lucky to have had the opportunity to work with him and his love of his family was always apparent in all he did. I am so sorry and saddened for you, and your loss. He touched us all with his kindness.

My time knowing Billy goes way back to Pharmacy School in Chapel Hill where he served as a lab supervisor for me and then recently a few years ago we reconnected regarding land on the Outer Banks. We will all miss Billy enormously. Billy was a big help to our family over the years, and will always be appreciated. I enjoyed working with Billy and enjoyed his passion for “just one more deal”. Most of what we did together was work, but he always laced every discussion with great stories, recollections and gems of wisdom.

Millie, Billy was a high school classmate of mine.I remember his smile, always happy. Several years ago I told Hal Chsppell about our being in being in high school together. My deepest sympathies to you and his family.
Although it’s been a few years; we recently heard this tragic news. And we are truly saddened. The Roughtons purchased our beachfront home and attached cottage back in 2004 on MP16.5 (Jam Jr.).
